U.S. Department of State: Christmas Sees Substantial Increase of International Child Abductions

I have been saying this for the past month, but in case you missed my message, Christmas is a very vulnerable time of year for children at-risk of international parental child abduction (IPCA).

In fact, earlier today I had a conversation with a senior officer with the Department of State's Office of Children's Issues concerning scheduling a meeting concerning various legislative initiatives the I CARE Foundation has been working on in the aftermath of Senate Resolution 543 passing.

During my conversation, one particular issue became very clear: there are a lot of international parental child abductions occurring right now.

And this really stinks.

So please educate yourself about IPCA. Nearly every targeted parent of abduction never thought it could happen to them.

U.S. Senate Condemns International Parental Child Abduction As Sociopathic Behavior By Abducting Parents

In the past, and I know this first-hand due to my own experiences, but society generally did not understand the abuse and danger a child faces when they are parentally kidnapped. The misconceived notion that parental abduction was simply a

child custody issue was wide-spread seven years ago. Truth is - as loudly declared by the United States Senate this past December 4th, 2012 - international parental child abduction is a highly abusive, destructive, and dangerous act directed at a targeted parent by typically an out-of-control, vengeful parent who demonstrates narcissism and sociopathic behavior, and who tragically uses an innocent child as a pawn to create a destructive environment that at times places both child and targeted parent in extreme danger.

On December 4th, 2012 the United States Senate unanimously passed Senator Barbara Boxter's (D-CA) sponsored Senate Resolution 543. The passage of SR 543 is a major step in the fight to protect children from abduction.

THE I CARE FOUNDATION

The I CARE Foundation is a non-profit organization founded by Peter Thomas Senese that is dedicated to preventing international child abduction and trafficking. The foundation has been very effective in working to have new state and federal laws and policies implemented, or existing policies modified, geared toward protecting children of abduction. Since commencement of the I CARE Foundation's operations, the reported number of international parental child abductions originating from the United States has declined by over 15% per year during fiscal years 2011 and 2012, after nearly 30 years of abduction growth. Though focused on research and new policy implementation, the I CARE Foundation has played key roles in reuniting dozens of internationally abducted children while preventing many more cross-border abductions.

Thank you for stopping by! As many of you know, I love being a historical fiction writer. My storytelling evolves around topics I find interesting and current to the social dialogue, including subjects such as religion, science, technology, capitalism, and parenting. In each of my novels, several of these issues are typically weaved into the story's plot, with the hope and intent to keep my readers entertained while also providing some interesting historical facts intended to accelerate each story's plot. Like any author, it is my hope to entertain my readers while at times also stirring emotions to create a social reaction the way my novel Chasing The Cyclone has played a key role in raising social awareness of international parental child abduction, including becoming the seed that led to the creation of the I CARE Foundation. Now you may ask yourself, 'How impactful has Chasing The Cyclone been?'

Significant.

For example prior to the activism created from Chasing The Cyclone, international child abduction in the United States was advancing at a pandemic rate for nearly 30 consecutive years in a row. Then Chasing The Cyclone was released and along with it came a diverse, wide-spread, and highly impactful tools and measures that have remarkably played a heavy role in reducing the rate of international parental child kidnappings in the United States by over 15% per year during fiscal years 2011 and 2012. God willing, the efforts of the I CARE Foundation and other hard-working organizations will lead to another decline in the IPCA rate originating from the United States while also leading to a much-needed reduction of IPCA in other countries. As far as my writing there is one thing more than anything else that you may be interested in knowing as it is at the core of my storytelling: if you listen carefully, you will hear the voice of a father who loves his son more than words can ever express. U.S. International Child Abduction Rate Drops By 15%

Since the I CARE Foundation's inception, outbound reported cases of international parental child abduction originating from the United States has dropped by over 15%. This is a remarkable accomplishment, particularly when considering U.S. abductions skyrocketed during the previous 30 years. The drop in reported cases of international kidnappings is clearly related to government and non-government organizations efforts to raise society's awareness of abduction, while also creating new laws and policies geared to protecting children: issues the I CARE Foundation has worked hard at accomplishing.
